The beginning of the New Year: tax innovations and new gas station prices

The year 2025 began with important changes in the legislation, which began after a new planned increase in excise duties from January 1, 2025 and other tax conditions, such as an increase in the military levy, the return of the compulsory payment of the EUV and advance tax on profit from the retail point of sale of fuel. This increase has become a significant factor for business, forcing gas station operators to gradually adjust their pricing policy.

In the first week of the month, gas station chains gradually raised prices, as of January 8, the price of non-premium fuel on shelves reached: Gasoline – 59 UAH/l; DP – 57 hryvnias/l; GAS – UAH 38/l. Thus, the total price increase is: Gasoline + UAH 1/l; DP up to +3 hryvnias/l; GAS up to +4 hryvnias/l. Operators seek to avoid a sharp increase in cost in order to maintain customer loyalty and maintain a competitive position in the market.
We will remind that since the beginning of the year, the excise duty on gasoline has increased from 242.6 to 271.7 euros per 1,000 liters, on diesel fuel – from 177.6 to 215.7 euros, on autogas – from 165 to 193 euros. We can predict that the general increase in retail fuel prices in January will amount to UAH 1.5–2 per liter.

As noted in the article “Current analysis of the fuel market of Ukraine, what awaits business in 2025”, the main task of operators remains adaptation to new conditions due to gradual price increases and optimization of operating costs. The situation confirms these forecasts: prices are rising gradually, and competition on the market restrains their sharp increase.
The wave of price increases is expected to continue throughout January and February, as gas station chains will gradually take the new excise rates into account in their calculations. The association calls on businesses to be transparent in pricing and promptly inform consumers of changes.
