Grant Opportunities for Small and Medium Enterprises

The Fuel and Energy Business Association is sharing a curated list of current grant and financial support programs available to small and medium-sized enterprises (SMEs), particularly those operating in frontline regions or affected by the war.

Grants for Veteran-Owned Businesses: “Varto ROBYty SVOYE 2.0” Competition

  • Organizer: Ukrainian Veterans Foundation
  • Funding amount: from UAH 600,000 to UAH 1.6 million
  • Deadline: July 20, 2025

Eligible applicants:

  • Veterans and their family members registered as sole proprietors (FOPs);
  • Legal entities (excluding NGOs and charitable foundations) registered at least one year ago, with veterans or family members of fallen defenders among the founders;
  • Spouses of veterans, if the project is aimed at reintegration, health support, or adaptation of veterans;
  • Priority sectors: agriculture, wood and metal processing, food production, repair services.

Economic Resilience Support Program by Mercy Corps

  • Organizers: Mercy Corps and the NGO “West Ukraine Digital”
  • Target regions: Kyiv, Kyiv region, Sumy, Kharkiv, and Dnipro regions
  • Grant amount: equivalent of $20,000 in UAH
  • Purpose: procurement of key production assets

Conditions: Support is provided to relocated or local businesses that have been impacted by the war. Applicants must comply with tax reporting and payment regulations.

“Business in Action” Program for Entrepreneurs in Frontline Regions

  • Initiative: Government Program “eRobota”
  • Maximum grant amount: up to UAH 500,000
  • Deadline: July 20, 2025
  • Eligible regions: Donetsk, Dnipropetrovsk, Zaporizhzhia, Mykolaiv, Kherson, Chernihiv, Sumy, Kharkiv regions

Key conditions:

  • UAH 300,000 — for creating one job;
  • UAH 500,000 — for creating at least two jobs;
  • Up to UAH 150,000 — for youth under 25 years old (no requirement to create jobs).

Grant funds may be used for purchasing equipment, materials, rental payments, etc.

  • Loan with Grant Component of up to €1 Million from Piraeus Bank and EFSE
  • Partners: Piraeus Bank and the European Fund for Southeast Europe
  • Funding amount: Up to €1,000,000 — investment loans / Up to €100,000 — grants

Objective: support for Ukrainian SMEs across three priority areas:

  • Agribusiness;
  • SMEs in frontline or recently de-occupied regions;
  • Businesses investing in critical infrastructure and energy efficiency.

Eligibility criteria:

  • Up to 250 employees;
  • Annual turnover up to €50 million or total assets up to €43 million;
  • Positive operating profit;
  • Loans are provided in national currency, with grace periods available upon request.
