On September 2, 2025, the Fuel and Energy Business Association (FEBA) was officially registered as a lobbying entity. This was made possible by the entry into force of the Ukrainian Law “On Lobbying” on February 23, 2024, which for the first time legalizes and establishes clear rules for activities aimed at influencing the legislative process.
This registration is a landmark event for the entire industry, as it opens up new opportunities to protect the interests of the Association’s members and to shape transparent government policy.

New Level of Transparency and Influence
The Law “On Lobbying” mandates the creation of a public Transparency Register, maintained by the National Agency on Corruption Prevention (NACP). The Association is now obligated to submit reports on its activities to this register, ensuring maximum transparency and accountability. This not only helps create a civilized business environment but also increases the level of trust between businesses and the government.
Opportunities for the Industry
Official registration as a lobbyist provides the Association with significant advantages:
- Protecting Members’ Interests at the Legislative Level: FEBA can now openly and officially represent the position of its members and influence the formation of legislative initiatives and regulations concerning the fuel and energy sector.
- An Effective Tool for Addressing Problems: Registration allows for the use of legal mechanisms to solve key issues, such as fiscal pressure on MSBs, unfair tax rates, and other regulatory problems that hinder business development.
- Strengthening Negotiation Power: With official status, the Association significantly strengthens its negotiating position in dialogue with the government, parliament, and other state bodies.
- Representation in Working Groups and Consultations: The Association gains the right to participate in consultations, hearings, and working groups with government authorities, advocating for its members’ positions during the decision-making process.
