The Fuel and Energy Business Association (FEBA) thanks the Ukrainian Business Council for organizing a meeting with leading representatives of the “white” market. The main topic of discussion was the results of a study on the share of the shadow trade in excisable goods, electronics, telecom, and security services for 2024–2025.

Participants in the meeting, including representatives from VRU Committee on Finance, Tax and Customs Policy and the Bureau of Economic Security (BES), focused on key aspects:

- Analysis of Gaps: A detailed analysis of the largest legislative loopholes that enable the functioning of “gray schemes” was conducted.
- Situation Assessment: The findings of the studies and information provided by the State Tax Service (STS) and the Bureau of Economic Security (BES) were discussed.
- Dialogue with Authorities: Participants analyzed new legislative initiatives from the Parliament and the Government, as well as the implementation status of measures agreed upon at previous meetings.
- Joint Steps: Possible new steps were identified to minimize customs violations and strengthen the fight against the shadow trade in the highest-risk sectors.

Following the meeting, the participants agreed to hold a series of thematic Committees on Counteracting the Shadow Market in the retail and fuel markets. This initiative underscores the business community’s readiness for consolidated action and cooperation with state bodies to ensure fair competition.
The Association will continue its active work with parliamentary committees, representing the interests of the business community and contributing to the creation of a favorable investment climate in the country.
