The Fuel and Energy Business Association (FEBA) has submitted an official appeal to state authorities, parliament, regulators, and international partners regarding the critical situation surrounding advance tax payments for gas stations that are:
- Damaged or destroyed;
- Non-operational due to shelling;
- Generating no income.
Today, businesses face a “double blow”: first, the enemy attack itself, followed by the mandatory obligation to pay up to 60,000 UAH monthly for each gas station—even those that are completely out of service.
The Economic Reality
Fact: In 2025, advance payments contributed approximately 3.25 billion UAH to the budget, whereas excise taxes alone accounted for over 118 billion UAH.
This mechanism is not critical for the state budget’s stability, but it is absolutely critical for the survival of the businesses involved.

We have reached out to the following institutions:
- The Office of the President of Ukraine
- The Cabinet of Ministers of Ukraine
- The Ministries of Finance, Economy, and Energy
- The State Tax Service
- The Verkhovna Rada of Ukraine and its relevant committees
- The Business Ombudsman Council
- The EU Delegation to Ukraine and other international partners
Our Position
Our stance is clear: A temporary suspension of advance payments for affected gas stations is not a “privilege.” It is the minimum necessary condition for preserving the country’s critical infrastructure.
Simultaneously, we are issuing a public appeal to the broader business community and professional associations—including the Ukrainian Business Council, the Ukrainian Bar Association, and associations representing communities and frontline territories. This is a shared problem that demands a unified position.
