On August 18, 2025, the Draft Government Action Program was presented, outlining 12 strategic initiatives and ministerial priorities. The Fuel and Energy Business Association, on behalf of its experts and member companies, reviewed the draft and prepared its own proposals and additions. These initiatives are aimed at creating a more favorable and stable business environment in Ukraine.

Key Proposals of the Fuel and Energy Business Association
- Review of the Monthly Advance Payment Model: The Association proposes to analyze the impact of monthly payments and prepare alternative mechanisms, such as quarterly payments or flexible schedules. This would help reduce the administrative burden on small and medium-sized businesses and stabilize tax revenues.
- Differentiated Rates for Gas Stations: The Association suggests introducing different approaches to advance payments, taking into account fuel sales volumes and regional specifics (urban/rural, large/small operators). This would ensure fairer conditions for small businesses and help prevent the mass closure of gas stations, especially in rural areas.
- Tax Holidays for New Investors: It is proposed to grant a preferential regime (exemption from advance payments for the first 12 months) for new gas stations and investors involved in infrastructure reconstruction. This initiative would stimulate private capital investment and the development of the gas station network.
- Quarterly Monitoring and Reporting: The Association insists on mandatory monitoring of the impact of advance payments on the number of licenses, sales volumes, and revenue levels. This would allow the government to respond promptly to negative trends and, if necessary, adjust its policy.
The main goal of these initiatives is to reduce the administrative burden on businesses, stimulate investment in the sector, and ensure stable tax revenues without increasing the shadow market.
The Association expresses gratitude for considering these proposals and hopes they will be taken into account in the Draft Government Action Program.
