What Has Changed and Why Is It Critical?

Effective October 1, 2025, changes came into force (Law No. 4536-IX) establishing a direct link between the level of wages at an enterprise and the right to conduct retail trade of excisable goods, including fuel.

The State Tax Service (STS) now has the legal right to terminate your license if the average salary at the enterprise is lower than the established minimum level for three consecutive months.

Ignoring these norms = financial losses, inspections, and the risk of business closure.

You Are In The Risk Zone If You:

  • Hold a license for retail trade of fuel or other excisable goods.
  • Pay a salary close to the minimum wage.
  • Do not know exactly how the STS will calculate your average salary level and which indicators it will check.

Unique Dialogue with Tetiana Potopalska

Tetiana Potopalska is a leading expert in indirect taxation, Deputy Head of the Public Council under the Ministry of Finance, member of the Expert Council on Generalized Tax Consultations, and a member of several working groups of the STS, Ministry of Finance, and the VRU Finance Committee.

This is your chance to get a clear, practical guide on how to protect your license, avoid fines, and operate correctly in 2025.

What You Will Learn in the Webinar:

  • Which average salary level (1.5 MMW or 2 MMW – Minimum Monthly Wages) will be the minimally acceptable level specifically for your type of activity.
  • How the STS control algorithm will work and which indicators (Unified Social Contribution (USC), Personal Income Tax (PIT)) are monitored automatically.
  • How to avoid the “double blow”: simultaneous fines from the State Labour Service and license annulment from the STS.
  • How to prepare your enterprise for the new rules and minimize risks.
